Accordion shutters stay on the building and fold back against the sides of the opening when they are not in use. Closing them needs no ladder, no tools and nothing fetched from a garage, which is what makes them the common answer on property that is empty for part of the year or owned by someone who does not want to handle panels in the heat.

What suits a lanai is generally what one person can deploy across a wide run: accordion, roll down, or fabric screens. Metal panels over a long lanai are technically fine and practically a problem.

Generally yes, often substantially, and where the existing windows are sound that is frequently the honest recommendation. What shutters do not do is improve the window — the glass, the seals and the air infiltration stay exactly as they are, and somebody has to close them before a storm. Where windows are near the end of their life anyway, replacing them with impact glazing addresses both problems at once. Both are worth costing before deciding.

Yes, and the first question is which authority issues it. Cape Coral, Fort Myers, Bonita Springs, Sanibel and Fort Myers Beach each permit work inside their own limits. Properties in unincorporated Lee — Lehigh Acres, North Fort Myers, Pine Island, San Carlos Park, Iona and Captiva among them — go to Lee County instead. A Fort Myers mailing address does not necessarily mean the City of Fort Myers permits the work.
